Chuck is just kind of irrelevant to everything. He just stands under a waterfall has no interesting characteristics or pokemon and you beat him and move on with your life. He also experiences the same gen 2 problem where trainers aren’t allowed to use the new interesting pokemon (like hitmontop).
Yeah almost all gen 2 gym leaders are terrible
