Finn is already going to the main roster within the next few months and already has been billed a the potential dark horse for the company. Sami and Kevin will remain for while (sadly) since their storyline is the major piece of NXT.

Samoa Joe does not, there's too many big 'monsters' in WWE and NXT, the Nation of Violence gimmick would never work. EVER. in a WWE ring and he'd have to adapt a whole new style.
Finn would have nothing to do rn, like what fight Harper? R Truth? He'll definitely be called up around RR next year Imo, Sami and Kevin are feuding at NXT so will stay there for awhile.
Sting can wrestle and walk fine, Angle uses a wheelchair... Trying for the olympics took it out of him and WWE already said they don't want him and offer him dumb contracts.
