What makes a movie overrated? A death? Well people watch it maybe because of Paul Walker, but what makes you think it's overrated when nobody goes to rate the movie in the first place. The whole movie was kinda a tribute to Paul so if your calling that overrated that doesn't make sense. And the franchise was never overrated in general no one was hyping it that much.

No. What makes it overrated is that the first 6 movies were shit (review wise and in comparison with box office, yeah...)
Then an actor dies and everyone (parents, teenagers) suddenly go crazy.
My mom couldn't stand the first 6 and suddenly wants to see the new one.
My friends did the same exact thing.
Maybe not overrated, but definitely shit.

my friends and my mom hated it before, now they were DYING to see Furious 7 (because the guy died).
Hence it's overrated (because people only want to see if because the guy died)
Plus, just check out the reviews for 1-5 they were AWFUL
