Jury Stallers (Frookies)

this used to be a rule a long time ago but I think Randomize should bring it back.
If you don't vote in jury then you shouldn't be able to join another frookies, just like finalists can't join another frookies if people don't vote. This way it gives the jury members more reason to not be annoying and just stall the vote for 12 hours.

One point: this would mean that someone voted out on the jury wouldn't be able to join a new game until the first game made it to the final 2

Yeah this is a bad rule because back when this was a thing NO ONE could join a game till the previous one finished
so one jury member who logged off could hold up everyone for 12 hours
