Number 140 is Raticate. I think a major issue with Raticate IMO is it's coloration. I mean it just looks like a large rat, where as Rattata looks like a Pokemon because of it's non-natural color. I don't really mind Raticate, which will be consensus on a lot of pokemon from this point on because we are already getting into the "meh" tier, but yeah, Raticate would be at the bottom of the "meh" tier.
