you have to remember alladin was back in the early 90's, The villains have dark skin cause the movies are directed at children and when you use colours to describe things to children bright colours are symbols of happy while dark colours are symbols of sadness, evil, despair.
plus look at what they are based off of..

Not to mention i didnt know hans or mother gospel or they evil step mother/step sisters were dark skinned, just because a few like ursala, skar, had dark skin doesnt mean they all do....
