probably because he was told to stop and it is considered a sort of harrassment

which affects somebody, where as porn gets removed and doesn't rlly hurt anyone

The problem isn't which people are being unpermed.  The problem of the whole matter is that people ARE being UNpermed.  A permanent ban is meant to be permanent, not LOL HI I'M BACK IN A WEEK.  If these users really want to come back, they'll want to after 4 months.
