Jeff was a member of the Kucha tribe, who enjoyed immunity for the majority of the pre-merge. Varner made the merge and iconically gave up individual immunity for some peanut butter. Varner's side targetted Colby and Colby's side targetted Varner, because Kimmi made them aware that he had votes cast against him. There was a tie, and because of the same tiebreaker rule that sent Mitchell packing, Jeff was evicted.
About 15 years later, Varner was voted to be a member of the Survivor: Cambodia - Second Chances cast. Unlike many of the other "old school" players, he played much more strategic and tough, being an integral part of early votes, but unfortunately, he found himself on losing tribes and his alliance perceived him as a "rat" so he was voted out Day 17.
He is reportedly spoiled to return again for a third time in "Survivor: Game Changes" coming up next Spring, so perhaps he'll make the jury for the first time -- he is one of four returnees not to make jury in any of their appearances.
