We have had them every season since Philippines, where the six seasons prior had nine.
Although, to be fair, every post-One World season accept Caramoan have all had merges at 11 due to quit/med evacs.
Yet Caramoan COULD have had a Jury of Nine but ignored Corinne at 12th (still bullshit tbh).
I think it's probably to avoid three-way ties maybe.
P.S.: No I don't think we'll be getting a F2 this season. This has been said in every season since Philippines, and never happened.
