Based on this, I think they are giving out awards to relevant early 2000's artists first unless there's a stand out from the later generation. That or they choose whoever will get them the best ratings. It's not a coincidence all these people dropped/were dropping a hyped album the year they got this award. I'm surprised Lady Gaga hasn't gotten it yet.
