why do people join games and then not log on for like 3 days?! AMG!! so annoying!

Last night I joined a game... 15 people hopped in within 3 minutes and then 1 went immediately inactive

that is the most annoying thing! when people join really quickly and then one person goes offline before voting.. hold the whole thing up!! errgh so frustrating! :(
