Do you think Production told Caleb he could not directly make Frankie lose?

I mean the guy could have done ALLOT to make Frankie lose. It honestly looked like he could of just held one rope done,and jerked it to sabotage Frankie's game. It just seems odd,that Caleb a active game member just say down.
