There should be a mini-stars for non-vip levels so that they can get a little experience before going to the regular stars.

EDIT: This edit is for Tiffanii's comment. This can be for anyone under black instead of non-VIP. It also would not cost as much, but with less payout.
EDIT2:
For all the people who think this is newbie stars:
1) There really isn't anything called "Newbie Stars", it is called "The Big Stars Giveaway". This could be called "Newbie Stars".
2) "The Big Stars giveaway" is for ANYONE who hasn't played stars before. This is for under black level only.
3) Enrollment for this is like Stars, whereas enrollment for "The Big Stars Giveaway" is a series of polls.
