How do you make your own groups?

Ive always wondered this.. How do you  make your own groups!?
I know how to join one and all but not how to create my own.
Do you need a certain amount or T$ or karma or something.. ?
please help?

You need 25 T$ to make a new group :)

Goto groups page and then look at create a group :)
