When are there any designs in the shops??

every time i go there,, All the time that is,,, there is nothing but sold out things, or maybe one ore two items, (usually too expensive lol)... and never seem to catch anything in the 1T shops,, does anyone have any clue when these designers have things added to the shops?? or is this an insane question? lol.
