What is the renom rule ?

I was on tumblr and tengaged and everyone is talking about how it's going to save Zach but no one is actually explaining what it is and/or does . Can someone PLEASE PLEASE tell me it's driving me crazy thank you :))

And I guess in BB12, Brendon said he was renomming Britney and production said you aren't allowed to tell the renom before hand, so he couldn't nominate her.
