I saw another blog like this, but they got too different answers.

So can someone please spell it out for me? I'm so confused! If it's horrible for the person who does it, why is it even there?

Please someone who is a veteran here answer my noob question! Please! XD

NO IT DOESN'T. People only say that in castings, so they scare you out of doing it. Negging is rather pointless now that they added apples keys, and challenges though, so it really doesn't do anything, positive or negative, except cause drama, which is awlays good.
