How do I level up?

I'm still kind of new to this site.. I've played a lot in the last few days I've joined and boy it takes a lot of thinking. I've done very well but I want to play more then the fastings.. they are so much fun but rookies and survivor and hunger games are what I really want to play.. How do we level up? it says I only need 15 karma.. but 30 bucks.. I have both.. now what??
