Wait, I've been thinking.... It's probably something like this:
Everyone is given a random target at the start of the game. Their target will not have them as their target. If you successfully take part in voting them out, you either are safe until F12ish or get a HII, and recieve a new target

Would work with the rivals thing; people who played idols versus people who left because of idols

Would work great to give people a personal vendetta against another player early on.
