HELP! how do I report someone?

Lately someone has been violating the terms of service agreement at my expense. It has made me feel really bad about myself and has made me question why the moderators aren't doing something to stop this heinous act. gagaluv has repeatedly broke the tos agreement and to my knowledge has yet to be punished. I'm taking of course about rule # 8.
"You must not create or submit unwanted email to any Tengaged members ("Spam")."
gagaluv has both created AND submitted unwanted email to me and probably others as well. Thats why I would like to file a formal complaint. If gagaluv has spammed you or anyone else you know please share your stories so we can get justice. Other people have been banned permanently for breaking the terms of service agreement and gagaluv has yet to face any penalty. #IWantJustice #CivilAction #WeNeedEquality
