Before I reveal the votes I can now reveal that Emmett4 did not complete the list assignment before teams were decided.

I can now reveal that penalty is that at EVERY GULAG VOTE, Emmett4 will receive 1 penalty vote UNTIL he faces the Gulag. So once he enters the Gulag the penalty stops.
