Unfortunately this season has already started off on a bad foot. A great temptation themed season already appears to be rigged towards one returning houseguest when it could have been a great start to the season.
Now lets say the Producers were dead set on a returning houseguest(s). This is what should have happened rather than making their bias so obvious:
Instead of 16 new houseguests they should have done 10 (hear me out). The cast should have consisted of...
Females: Christmas, Alex, Dominique, Jessica, and Elena.
Males: Cody, Matt, Ramses, Josh, and Mark.
Not Casted (THIS SEASON): Kevin, Jason, Cameron, Raven, Megan, and Jillian.
Now don't hate me because I like some of the people not casted, but a lot were removed for who I think the producers would have removed based on returnees.
Now they would still do the temptation of $25,000, and we all know, someone would have taken it. Now the negative side of the temptation would be that none of them would win HOH... Instead, someone else would be HOH. This would amount to confusion by the new houseguests as they wait to go back inside and wait for what that twist means. That is when 8 (yes 8), returning houseguests come in.
The 8 returning houseguests would consist of:
Whitney (BBOTT)
Alex (BBOTT)
Paul (BB18)
Vanessa (BB17)
Derrick (BB16)
Donny (BB16)
Amanda (BB15)
Ian (BB14)
Now I know that you may not like this cast (it isn't my favorite either), but I think it is realistic of (1) who would want to return, (2) who the producers would want to return, (3) would be a diverse cast in the game aspect and in a background aspect. I also considered players like Kalia (BB13), Victor (BB18), Elissa (BB15), and John (BB17), but these were people I think production would decide to overlook.
It is then revealed that by the end of the night, both a male and female returning houseguest would be evicted. That is another reason that this cast is selected, it ensures that there is AT LEAST one winner returning, AT LEAST one BBOTT player returning (to bring more attention for an upcoming season and to feeds), and pretty much no connections coming into the game (Derrick & Donny, and Whitney & Alex, are the only two from similar seasons and neither duo have strong connection).
Now they would still have the competition where there is those random ass models but that would be the HOH competition and there would be no random ass models. How the competition would work is the longest lasting male and female returnee would be CoHOH's for the week (both selecting one nominee) after the night's two eviction (this would also grant them safety for the night. During this competition there would also be a temptation. The first male and female to step off of their swing would receive a temptation to open at the end of the competition. This temptation would result in them ALSO receiving safety for the night HOWEVER in the following week (the first full week), they won't be allowed to compete in POV or be able to Vote to Evict in the eviction that night.
Now this would result in two returning males and two returning females being in danger of eviction. The two returnees of each gender would be nominated against the other. Each houseguest would then be tempted in their eviction vote. That is because although there is two eviction, they only get one vote. Ideally this means they either vote in the female eviction or male eviction, and they can choose whichever one they please. The male and female with the most votes to evict would both be evicted that night (with the highest eviction votes getting the lower placement). If there was a tie, the CoHOH (who wasn't able to vote) of the same gender would be the tiebreaking vote.
This would have made the season so much better and would have resulted in an AMAZING first night of drama and strategy, probably the best two night season premiere ever.

UPDATE: Raven was removed because of Whitney being the southern sweet girl with some mild sass, Kevin was removed because Derrick replaced him for the New England father role, Jillian was removed because of Alex coming in and being a somewhat "not cool girl" blonde, Jason was removed because Donny would take the older southern gentleman role, Megan was removed because Vanessa would take the smart and strategic, not girly girl, gameplayer role, and Cameron was removed for Ian taking the nerdy role.
UPDATE 2: Having multiple returning players would make it not so biased towards the returnees (As we saw with six returnees in Big Brother 13). Not all of the returnees would stick together and I think it would allow for some interesting alliances. It would also mean that the first twist would get rid of a returnee not a new person without us even getting to see their potential. And the returnees that made it past night one would pretty much be guaranteed to survive the first real eviction because with two returnees as HOH, they probably would keep the others safe.

it's way too complicated with the 8 returning hgs and the cohoh's and the safety temptation. i think this format's cool though and would work better with second chance houseguests. production wouldn't risk 2 relevant returnees to immediately get the boot night one. they PRIDE themselves on making sure all of their returnees are safe for at least 4 weeks/try to get them to jury, so 2 going home the first night isn't realistic.
i think having just have 6 returnees, or having 2/10 newbs be swapped out for the 8 vets would be more realistic.
as for second chance hgs, they'd probably cast people/good candidates like:
Jozea (he was a candidate for OTT), Tiffany, Jackie, Devin, Brittany, Nick, Helen and Wil (off the top of my head semi-relevant people that i can see them choosing out of who left early or don't have a strong case for an All Stars season)
